On Tuesday afternoon, we were informed by NYS Commissioner of Education Betty A. Rosa that the Appellate Division of the New York State Supreme Court has officially issued a “stay” temporarily blocking last night’s NYS Supreme Court ruling on the mask mandate. Commissioner Rosa reasserted the State Education Department’s earlier directive that schools must continue to follow the mask mandate.

The enacted state budget includes language requiring each agency receiving federal American Rescue Plan Elementary and Secondary School Emergency Relief funding to post on its website, on or before July 1, 2021, a plan by school year of how such funds will be expended and how the LEA will prioritize spending on non-recurring expenses in the eight specific areas outlined below. On Friday the Governor's Office released a letter from NYS Commissioner of Health, Dr. Howard Zucker to the Director of the CDC indicating his intention to suspend the requirement that students and staff in school wear masks, unless the CDC Director provided him with compelling evidence to the contrary. His letter indicated that he might take this action as early as Monday, June 7th. His letter went on to say that it would still be highly recommended that unvaccinated individuals continue to wear masks in schools. He also indicated that the final decision regarding the mask requirement would be a local one.

This past Tuesday, March 2nd was the District’s ninth (9th) emergency closing day. In this year’s school calendar, we had eight (8) available emergency closing days. Since we have exceeded the allowable number of emergency closing days, we are scheduling an additional instructional day on Friday, March 12th. This was originally scheduled as a Superintendent Conference Day and will now be a fully remote instructional day, like the remote Fridays that have been scheduled since we began the hybrid instruction model. Making this change to our calendar allows us to avoid scheduling an instructional day during our Spring Break. As always, thank you for your patience and understanding as we navigate through these uncharted waters.

Recently, Governor Cuomo implemented the New York State Cluster Action Initiative that designates certain geographic areas in the State – “Yellow, Orange or Red Zones” based on certain “target metrics” that were developed by the State. As more areas in the State become designated as yellow zones, we are beginning to prepare for the possibility of being in a yellow zone in the future. Over Thanksgiving Recess we received notice that a staff member tested positive for COVID-19 and yesterday we learned of another staff member testing positive at Marbletown Elementary School. After contact tracing it was determined that three classrooms and several staff would need to quarantine. Out of an abundance of caution the Rondout Valley School District will transition to fully remote for both students and staff starting Monday November 30th until Friday December 4th.
