Strategic Plan

By June 2029, students will read, write, and think critically across all grade levels while reducing achievement gaps for students with disabilities. Increase the percentage of students meeting or exceeding grade-level expectations in reading, writing, and critical thinking by at least 5% each year. Increase overall ELA proficiency for students with disabilities by 5% each year. 

Current Data:

• 46% of Rondout Valley Grade 3 students are proficient in ELA 
• 44% of Rondout Valley Grade 3 students with disabilities are proficient in ELA  
• 46% of Rondout Valley Grade 8 students are proficient in ELA 
• 6% of Rondout Valley Grade 8 students with disabilities are proficient in ELA  

By 2028-2029:

• Rondout Valley students in Grades 3-8 will increase overall ELA proficiencies to 58%  
•  Rondout Valley students with disabilities in Grades 3-8 will increase their proficiency to 20% or higher, reducing the achievement gap by at least 50% while improving reading, writing, and critical thinking 

By June 2029, increase the percentage of students meeting or exceeding grade-level expectations in Math by 5% each year.  

Increase overall Math proficiency for students with disabilities by 5% each year.  

Current Data: 

• 62% of Rondout Valley Grade 3 students are proficient in Math 
• 56% of Rondout Valley Grade 3 students with disabilities are proficient in Math  
• 38% of Rondout Valley Grade 8 students are proficient in Math 
• 13% of Rondout Valley Grade 8 students with disabilities are proficient in Math  

By 2028-2029: 

• Increase overall Grades 3-8 Math proficiency to 69% by 2028-2029
• Increase students with disabilities proficiency in Grades 3-8 to 20% or higher, reducing the achievement gap by at least 50%
   

By June 2029, Rondout Valley Central School District (RVCSD) will increase the percentage of students who graduate on time and demonstrate readiness for college, career, or service, while reducing the graduation and readiness gap for students with disabilities, as measured by district graduation rates, postsecondary readiness indicators, and subgroup performance data.

Current Data:

• 90% of Rondout Valley students graduate on time (4-year rate) 
• 79% of Rondout Valley students with disabilities graduate on time (4-year rate)

By 2028-2029:

• Increase on-time graduation rate to 93% for all students
• Increase on-time graduation rate to 82% for students with disabilities

By June 2029, the District will foster a safe, inclusive, and supportive school community where every student feels a sense of belonging and respect. Progress will be measured through annual student climate surveys and student information system referral data, with the goal of increasing students' sense of belonging by at least 5% each year. 

2026 Student Climate Survey Data:

• 66% of Grade 3 Rondout Valley students felt a sense of belonging 
• 72% of Grade 12 Rondout Valley students felt a sense of belonging 
• The parent climate survey showed an 81% sense of belonging; however, participation was limited 
• 51% of staff think bullying is a problem
• 58% of Grades 4-6 students think students are often bullied at school 
• 54% of Grades 7-8 students reported that bullying is often a problem at their school 
• 63% of Grades 9-12 students reported that bullying is often a problem at their school  

By 2028-2029: 

• Increase overall percentage of students who feel they belong to 81% 
• Reduce the student-perceived frequency of bullying, as measured by the annual student climate survey. 
   

By 2029, 100% of graduating students will demonstrate progress toward Rondout Valley's Portrait of a Graduate competencies and complete meaningful college, career, or future-readiness experiences aligned with their individual interests, strengths, and postsecondary goals.

Key Objectives: 

• Embed Portrait of a Graduate Competencies in Grades PreK-12. Integrate the Portrait of a Graduate competencies into curriculum, instruction, student experiences, and assessment for students to have multiple opportunities to develop and demonstrate these skills throughout their educational journey. 
• Increase student access to career and technical education, college-level coursework, dual enrollment, internships, job shadowing, work-based learning, service learning, career exploration, and other authentic learning opportunities. 
• Develop opportunities for students to demonstrate Portrait of a Graduate competencies through projects, presentations, portfolios, exhibitions, capstone experiences, internships, and real-world problem solving. 
• Build sustainable partnerships with local businesses, colleges and universities, trade organizations, community agencies, and regional employers to provide students with mentorship, career exposure, internships, and work-based learning experiences. 

By 2028-2029: 

Rondout Valley will monitor:

• Percentage of graduates completing a college, career, or future-readiness experience.
• Participation in AP, college-credit, dual-enrollment, CTE, internship, work-based learning, and career exploration opportunities.
• Graduation rate and postsecondary enrollment, employment, military, apprenticeship, and training outcomes.
• Number and quality of community, higher education, and workforce partnerships.
